The outpouring of the Holy Spirit on the early disciples as recorded in Acts 1&2 was a defining of the new Church, which only came into existence after the death and resurrection of Jesus Christ. In Acts 1:5 Jesus tells His disciples, who were to become the Church, "John baptised you with water but in a few days you will be baptised with the Holy Spirit." literally fulfilling Matthew 3:11. Both of these 'baptisms' were necessary for these new disciples of Jesus: without them they could not literally carry on the ministry begun by Jesus.
